Credit Assistance

The PinoyME Foundation provides financial assistance to disadvantaged MFIs and microentrepreneurs who have extremely limited access to funding. By assuming the initial risk of investing in these MFIs and microentrepreneurs, the PinoyME Foundation hopes they will eventually attract other financial intermediaries.

In 2008, PinoyME secured a P70M credit line from the Philippine Business for Social Progress’ (PBSP) Small and Medium Enterprise Credit (SMEC) program. The credit line will be offered as wholesale loans to microfinance institutions and cooperatives. A gearing ratio of 1:5 has been set by PBSP, thereby allowing PMEF to avail of more funds as it grows its capital.

Since the credit assistance program started over a year ago, PinoyME has approved P55 million worth loans of which P27 million has been availed. An estimated 5,500 families have benefited from this program. (As of June 2009)

Eligibility

To qualify for credit assistance from the PinoyME Foundation, an MFI must meet the following criteria:

  • Have a client base of between 10,000 to 100,000
  • Have very aggressive outreach targets for the next 3-4 years
  • Have limited or no access to commercial funds

Financial Advice

The PinoyME Foundation acts as a financial consultant of MFIs, advising them on financial plans and business strategies. MFIs benefit from the knowledge and experience of the bankers and financial experts within the PinoyME network, and are able to reduce the risk of falling into unfavorable financial transactions.

In this area, PinoyME provided assistance to the Philippine Development Assistance Programme, Inc. (PDAP) in the evaluation of their current business model. PDAP is an organization focused on promoting and developing rural enterprises for poverty reduction. Currently, PinoyME is working with a large secondary cooperative in their resource mobilization efforts.
